Observation

Provider more likely than not engaged in physical restraint with the child during naptime when safety of the child or others was not threatened and was not developmentally appropriate. Provider described that, when sitting next to the child with her arm, elbow to fingertips, resting on the child's back while the majority of her weight rested on her left hip resulting in the necessary weigh being supported by her arm that was resting on the child's back. Observing staff described the event that the provider was facing the child's back with forearms resting on child's back and 1/2 the providers bodyweight restraining the child on her mat/cot. Licensor re-enacted the positioning to asses how much and where weight would be distributed in such a position and more likely than not, the weight would be upon the child where the arm rested. Provider did not report to parent or department the use of physcial restraint on the child.
